JEFFERSON CITY, Mo. (AP) — The Missouri House has endorsed a proposed constitutional amendment designed to clear the way toward requiring voters to show government-issued photo identification to cast ballots.

The House voted 102-55 on Monday to approve the measure, which also allows advance voting.

Lawmakers plan to consider separate legislation to implement the proposed change in the Missouri Constitution. The amendment returns to the Senate, which can accept the House version or seek negotiations.

Republican supporters say the ID requirement would combat voter fraud, which Democrats argue is not a significant problem in Missouri.

A 2006 state law requiring photo ID law was struck down by the Missouri Supreme Court as unconstitutional. Legislators are trying to get around that ruling with a proposed constitutional amendment that could go on the 2012 state ballot.
