FAIRVIEW HEIGHTS, Ill. (KMOX) — An O’Fallon, Illinois man now faces a Felony-Public Indecency charge after exposing himself in public over the weekend for the third time.

Police say 45-year old Kelvin B. Rodgers exposed his genitals to a customer in the Fairview Heights Hobby Lobby (10850 Lincoln Trail) Saturday afternoon. After locating and arresting Rodgers investigators learned that he was a habitual flasher.

Rodgers had been charged with Public Indecency in Illinois and Missouri on two previous occasions. Although the charge of public indecency is normally a misdemeanor a third arrest enhances the charge to a felony offense.

Rodger’s bond was set at $15,000 and he is being held at the St Clair County Jail.
