ST. LOUIS, Mo. (KMOX) – St. Louis County’s newly hired Collector of Revenue, Stacy Bailey, resigned Monday, just a month after her hiring and less than a week after we learned that she hadn’t paid her personal property taxes since 2008.

County Executive Charlie Dooley tells KMOX the fact that her records weren’t checked was an honest mistake by a good employee.

“Things happen,” said Dooley. “We’re trying to put some safeguards in place but human error is human error.”

Dooley says Bailey was the most qualified candidate, but her financial records weren’t fully vetted before her hiring.

Dooley says there is a written policy that calls for tax records of job candidates to be checked, and in this case it was not followed.

Dooley told KMOX that Bailey had a “catastrophic emergency” a few years ago, which caused her to file for bankruptcy.

“So she’s in bankruptcy, and under chapter 13 her taxes are being paid,” he said.

He says despite her personal problems, she was the most qualified person for the job, having worked for five years with the Metropolitan Sewer District as an accounts receivable supervisor. She has a masters in business administration, and subsequently Dooley says  she also has a considerable amount of student loan debt.

Together she and her husband owe more than $85,000 in student loans.
