Convicted Killer Files Suit Over Conditions in St. Clair County Jail

EAST ST. LOUIS, IL (KMOX) – A convicted killer has filed a federal suit over conditions in the St. Clair County Jail.

Stanley Chairs III filed the complaint in federal court in East St. Louis, saying the jail has problems with roaches, rats and backed up toilets. He also claims he’s had to sleep on the floor because of overcrowding.

The suit seeks unspecified monetary damages.

Chairs was convicted in April of killing 22-year-old Joshua Miller in April, 2011 while Miller was working as a security guard. Chairs could get up to 60 years in prison when he’s sentenced May 30th.
