ST. CLAIR COUNTY, Ill. (KMOX) - The newly established Metro East Police District Commission is working on an operational reforms manual for four police departments: Alorton, Brooklyn, East St. Louis and Washington Park.

The first draft is complete and its nearly 500 pages.

The detailed reforms cover everything from officer integrity and ethics, to arrest procedures and techniques.

Most police departments have detailed policy manuals, but these four have none or ones that are over a decade out of date.

St. Clair County State’s Attorney Brendan Kelly says its hard to ask the officers to do things by the book when for years there has been no book.

The commission hopes to have a new manual ready for consideration by next month’s meeting.
