Arrests Made in Moving Van Death Investigation
SOUTH ROXANA, Ill. (KMOX) – The South Roxana Police Department have made multiple unrelated arrests in an ongoing investigation regarding the death of a 42-year-old East Alton woman. The body of Frances Ragan was found in a U-Haul moving van parked in the lot of a South Roxana business on Saturday morning.
Police arrested Jeremy Loraine on February 11th at around 9 pm in the 400 block of Ohio Avenue in South Roxana for failure to register as a sex offender, retail theft and two counts of battery.
Robert Stoces was arrested on February 12th at around 3 pm, outside of his residence for a parole violation for manufacturing methamphetamine.
The police department is waiting on toxicology reports and evidence submitted to the Illinois State Police Crime Lab.
The case will be presented to the Madison County State Attorney’s Office for review pending the outcome of the lab results.
The investigation remains open and ongoing.
