Lt. Mark Smith says a witness tip and surveillance video led to the arrest of 19-year-old Andre Armstrong of Walnut Park in north St. Louis. Armstrong told police that they had no agenda.
“They indicated that they’re just ‘having fun’ but I think they were just out and about just driving aimlessly,” Smith says. “They weren’t targeting specific communities.”
Armstrong is accused of shooting six cars in Shrewsbury, 14 in Maplewood, 19 in Clayton and 11 in the city of St. Louis.
About 10 police agencies have looked at Armstrong for crimes in their jurisdictions – including Rock Hill and Webster Groves.
