An analysis by Schweich’s office concluded that the Department of Revenue broke state law by implementing the driver’s license policy last December without first publishing a formal rule change.
The legislation (SB51) would have increased the fees for obtaining and renewing driver’s licenses and registering vehicles.
The program would match photos of people applying for their driver’s licenses with thousands of existing photos in a state database.
House lawmakers approved the bill 65 to 46. The measure now heads to Gov. Pat Quinn’s desk, who has said he’ll sign it.
