FERGUSON, Mo. (KMOX) – The Ferguson City Council is set to vote on the Department of Justice decree Tuesday, despite not having a full council.
Councilman Brian Fletcher died last month, and as of late Monday, had yet to be replaced.
Before Tuesday’s vote, residents will have a final chance to express their feelings on the DOJ decree. Over the weekend, emotions were high – some residents supported it, and others didn’t.

Ferguson already is facing a $2.8 million budget deficit, and the city is calling for pay cuts and layoffs without property tax increases and an economic development sales tax.
