3 Plead Guilty to Fraud Scheme Using Unredacted Accident Reports

ST. LOUIS (KMOX)A chiropractor, his wife and a St. Louis police officer who were working together have all pleaded guilty to federal fraud charges.

Terri Owens was one of a group of SLMPD officers Dr. Mitchell Davis and his wife, Gallina, paid cash to get unredacted accident reports.

They operated the Davis Chiropractic Clinic on Lindell; it’s now called City Health and Chiropractic.

It’s against SLMPD policy to give unredacted reports to anyone not involved in the accident, as they contain phone numbers, addresses, insurance information and more.

The Davises used that information to offer free consultations to accident victims. They often urged patients to say they were in more pain than they actually were to obtain higher insurance payouts — sometimes they’d falsify the reports, even if the patient wouldn’t give false information themselves.
