ST. LOUIS (KMOX) – Clayton wants to make sure its most historic storefronts are still appealing to people who want to open a store or restaurant, so it’s launching a program that city manager Craig Owens says is innovative.

“How about if we allow you to use half of your sales tax, we’ll rebate back half of your sales tax to reimburse you for major invests that you make,” he says.

Owens says Clayton’s oldest and most historic storefronts need expensive upgrades to attract tenants, most specifically energy-efficiency updates. The program only applies to ground-floor storefront spaces that are more than 50 years old.
