ST. CHARLES, Mo. (AP) - Texas Gov. Rick Perry says President Barack Obama’s health care law is a failure and should be defunded, but he doesn’t think shutting down the federal government is a good option.

Perry spoke Saturday to hundreds of people gathered for the Conservative Political Action Conference in St. Charles.

He told the crowd that “the culture in Washington is broken” and touted efforts in Republican-led states to cut taxes and spur job creation.

Perry said the federal health care law has failed before enrollment even begins Tuesday in new online insurance marketplaces.

This past week, Texas Sen. Ted Cruz led an unsuccessful filibuster to block funding for the health care law in the federal budget year that starts Tuesday.

Perry says he supports defunding the law but not closing government.
