SPRINGFIELD, Ill. (AP) - Most states led by Democratic governors are running their own health insurance marketplaces as part of the Affordable Care Act, but not Illinois.

The 2014 elections are among the reasons keeping legislators in President Barack Obama’s home state from setting up the program.

The state spent several years trying to pass legislation creating such a marketplace, but with no success. Illinois residents are instead directed to a federal website that’s experienced numerous glitches.

A bill creating a state-based marketplace passed the Illinois Senate in May, but it hasn’t been called for a vote in the House, where all 118 members face re-election.

Some incumbents, particularly Democrats, believe they could be hurt by ties to the health care reform.

House Democrats say the legislation could come up next year.
