Kirkwood City Council Lifts Development Moratorium

KIRKWOOD, Mo. (KMOX) – The Kirkwood City Council has decided land at the corner of Manchester Road and Kirkwood Road can be redeveloped piece-by-piece, rather than as a whole.

There has been a moratorium on a dozen-acre plot since August while the city looked for a single developer to update the entire area.

But Kirkwood Zoning Director Ryan Spencer says the proposal put forward for that redevelopment would have carried a large price tag for taxpayers, requiring millions of dollars in tax increment financing.

Spencer says there were two other proposals for smaller developments; one is a CVS Pharmacy and the other a Fresh Thyme Farmers Market.

“Now those two projects can continue forward through the normal development process,” he explained.

That process requires the CVS to undergo a site plan review process at the Kirkwood Planning and Zoning Commission.

Development at Manchester and Kirkwood Roads could begin by the end of 2014.
