The budget must be sent to Gov. Jay Nixon’s desk by May 11 at 6 p.m.
The plan which was voted down, would have eliminated a proposed 2 percent wage increase for Missouri state workers making less than $45,000.
The Senate ended a two day gridlock and passed the state’s $24 billion budget early Wednesday morning.
The vote to maintain Missouri’s current tenure system comes one day after the Senate punted on an attempt to address the unaccredited school district in St. Louis.
“Today’s ruling leaves a significant hole in Missouri’s ethics laws, and the General Assembly must move quickly to get a strong ethics bill on my desk,” Governor Jay Nixon, a Democrat, said in a written statement.
